Customized Training and the Employment Training Panel

The Employment Training Panel provides financial assistance to California businesses to support customized worker training to:

  • Attract and retain businesses that contribute to a healthy California economy;
  • Provide workers with secure jobs that pay good wages and have opportunities for advancement;
  • Assist employers to successfully compete in the global economy; and
  • Promote the benefits and ongoing investment of training among employers.



AC HIRE Subsidized Employment Program

 AC HIRE is a subsidized employment program designed to stimulate the local economy by providing a significant subsidy to employers who hire eligible low income Alameda County residents.  Participating employers will receive:

  • Reimbursement of 80% of the eligible employee’s wage until September 30, 2010.
  • Reimbursement of 80% of the employers costs for Social Security and Medicare until September 30, 2010.

 AC HIRE benefits business by providing significant subsidies for hiring Alameda County residents.  It benefits low income Alameda County residents by getting them back to work.  It benefits the community by promoting economic recovery.



Hiring Incentives to Restore Employment (HIRE) Act

Under the Hiring Incentives to Restore Employment (HIRE) Act, enacted March 18, 2010, two new tax benefits are available to employers who hire certain previously unemployed workers (“qualified employees”).

The first, referred to as the payroll tax exemption, provides employers with an exemption from the employer’s 6.2 percent share of social security tax on wages paid to qualifying employees, effective for wages paid from March 19, 2010 through December 31, 2010.

In addition, for each qualified employee retained for at least 52 consecutive weeks, businesses will also be eligible for a general business tax credit, referred to as the new hire retention credit, of 6.2 percent of wages paid to the qualified employee over the 52 week period, up to a maximum credit of $1,000.



Work Opportunity Tax Credit (WOTC) and Welfare-to-Work Tax Credit
WOTC promotes the hiring of individuals who qualify as members of various target groups, by providing a federal tax credit incentive of up to $8,500 for employers who hire them.



California Enterprise Zones
The Enterprise Zone (EZ) program targets economically distressed areas in California with special state and local incentives which encourage business investment and promote the creation of new jobs. Businesses located within a California Enterprise Zone are eligible for substantial State tax credits and benefits including:

INCREASED EXPENSE DEDUCTION
NET OPERATING LOSS CARRY FORWARD
NET INTEREST DEDUCTION FOR LENDERS

Department of Rehabilitation Workplace Solutions
Workplace Solutions, “What’s in it for Your Business?” is a Department of Rehabilitation (DOR) employer outreach program designed to build collaborative partnerships that create staffing solutions for California businesses. There are three federal tax incentives available to help employers cover the cost of accommodations for employees with disabilities and to make their places of business accessible for employees and/or customers with disabilities.

Incentives for eligible businesses of all sizes in Empowerment Zones and Renewal Communities are designed to encourage businesses to open, expand, and to hire local residents. The incentives include employment credits, a 0% tax on capital gains, increased tax deductions on equipment, accelerated real property depreciation, and other incentives.
