On-site partners are agencies in partnership providing employment, training and support services. They are designed to work together so job seekers and employers will have access to a comprehensive, cohesive, non duplicative system of services.

As the nation's largest public agency, the EDD's Job Services has found jobs for millions of Californians over the years. A program of the Oakland Employment Development Department in collaboration with local partners, The Oakland Career Center East (OCCE) is one of the seventeen East Bay Works One-Stop Centers throughout Alameda and Contra Costa Counties. The EDD provides a wide variety of employment related services.

City of Oakland - Aging Health & Human Services: Since 1969, Assets Senior Employment Opportunities Program has helped to train and prepare mature adults for entry or re-entry into the labor market. Under the Older Americans Act, it is funded through grants from the US Department of Labor. Federal funding provides wages, fringe benefits and support services for participants. Training sites in the non-profit or public service agencies are carefully selected by ASSETS to provide supervision, instruction and training for assigned Senior Aides.

DCARA provides assessment, job search skill training and counseling to its' clients. They also assist their participants with conventional and computerized job searches (America's Job Bank, Caljobs, and Internet). DCARA provides interpreters for job interviews and initial first day on the job training for employers and participants. Participation with DCARA is voluntary and there is no age limit. The only requirement for the participation is that of being deaf or hard of hearing. DCARA is co-located in 6 EDD offices throughout the Bay Area including the Oakland One-Stop.
Alameda County Department of Social Services
Alameda County Department of Social Services (DSS) is committed to the welfare to work idea. They have established an employment service program that works directly with the TANF and GA clients. The program is designed to assist participants in achieving self-sufficiency and job readiness. DSS provides job counseling and supportive services for job placement (child care, transportation, and tools for work). An Alameda county residency requirement is necessary for participation. The welfare to work program is mandatory for the TANF and GA recipients. A low income county resident can participate in the Employment Services program.

Services include Re-Entry program, CalWORKS, counseling, career classes, job placement and co-operative education in addition to academic & vocational coursework. DVC's Contract Alliance provides businesses with employee training for specific training needs from a credit curriculum or customized not-for-credit programs. Complimentary needs assessment, instructional design and on-site training are available.

The mission of the Department of Rehabilitation is to assist individuals with disabilities, emphasizing those with the most severe disabilities, toward informed choice and success in the education, vocational training, career opportunities, independent living and the use of assisted technology to improve their employment opportunities and their lives. They provide job training, job placement, career counseling, use of public and private institutions, workshops, out-of-state training, job coaching, physical restoration, mobility, personal services, reader services, transportation services, note takers, and services to family members.
